Our History
The NHA continually strives to improve the quality of all aspects of the programs it provides for its residents and all those involved with the agency. Listed below are some of the accomplishments, offerings and projects of the agency over the past few years.
January
- NHA received one (1) response to the solicitation of RFQ 2017-01.
- NHA successfully assisted the family at 26 N. Chapel Street with relocation under the Housing Choice Voucher Program.
- NHA received a threat of a lawsuit as a result of the BOC’s approval to accept the offer from English Creek LLC to purchase 26 N. Chapel Street.
February
- NHA reviewed the proposal received from CSG Advisors via RFQ 2017-01 (Agency Representative).
March
- A meet and greet took place between NHA and the newly appointed HUD regional administrator (Mr. Joe DeFelice) for our region.
- 56 families at Alder Creek were gifted with a $25 ACME gift card from Mayor Sierier through a grant.
- NHA received its award of $47,120 resulting from the 2012 Operating Reserve Offset Operating Reserve Litigation.
- NHA, with BOC approval, awarded the contract to CSG Advisors via RFP 2017-01 to act as NHA’s agency representative to assist with redevelopment plans.
- NHA publicly solicited the disposition of 101 New London Road. Proposals, bids and offers were due to be submitted on or before Monday, April 16th by 3:00 p.m.
April
- NHA received HUD’s written opinion regarding the ACC waiver or Section 8 Exception for a Conflict of Interest Prohibition NHA submitted as a response to their perceived conflict of interest with two board members. As a result of the HUD review, the waivers requests (for both commissioners) were granted. HUD concluded there was no evidence or basis for determining that conflict exists under the regulatory requirements of HUD.
- NHA received HUD’s written response regarding a bid dispute for 26 N. Chapel Street. HUD concluded there was no further action to be taken by their office since the Special Application Center had already approved the sale of this property and the conflict of interest issue was resolved.
- NHA issued thank you letters to the Congressional Delegation and State Representative Paul Baumbach for their assistance in expediting the response to the conflict of interest and their involvement in resolving the bid dispute for 26 N. Chapel Street.
- NHA completed the submission of the disposition application for 101 New London Road.
May
- NHA joined other housing authorities in Delaware and other partners in submitting a joint application in applying for technical assistance to plan and implement programs/or bring changes to individual admission policies regarding applicants with conviction histories.
- NHA received 1 offer from the private sector expressing interest in purchasing 101 New London Road.
- BOC voted to accept the offer from Kevin Mayhew representing Terry Lane LLC to purchase 101 New London Road.
June
- NHA’s staff members attended Relocation Training sponsored by the New Castle County Department of Community Service.
- NHA’s staff members attended Fair Housing Training sponsored by DE NAHRO. NHA attends this training annually and receives a certificate for participation.
- NHA partnered with St. John’s AM Church in their sponsoring our youth participants to 2 months of activities at the YMCA.
- NHA received notification from HUD regarding the 2018 Capital Fund award amount of $266,353.00 of which $12,683.00 was awarded to NHA for being a high performer in obligating and expending funds timely.
- NHA received approval from the Special Application Center to sell 101 New London Road.
- NHA received notification from HUD that the agency has maintained its performance ranking of High under the Public Housing Assessment Systems (PHAS) a score of 96% for FYE 3/31/2018 as a small PHA Deregulation for the Low Income Public Housing Program.
July
- NHA agreed for English Creek LLC to assign the existing contract to purchase 26 N. Chapel Street to Mr. Slijepcevic. The terms and the conditions remain the same.
- NHA received notification from HUD that the agency (NHA) has maintained its performance ranking of High in administering the voucher management assessment program (SEMAP) for FYE 3/31/2018 with a score of 100%.
August
- NHA welcomed our Agency Representative from CSG Advisors to present the results of the feasibility study for the redevelopment of George Reed Village.
- NHA successfully assisted the family at 101 New London Road with relocation to another vacant 2 bedroom unit managed by the authority.
- NHA sold both 26 N. Chapel Street and 101 New London Road.
January
- NHA in collaboration with the Newark Arts Alliance Group held a "Painting on Canvas" arts project on January 14th for the children who participate in our low income housing program. The arts activity class was well attended.
- The St. John's AME Church partnered with NHA in preparing monthly food packages for our program participants.
- NHA accepted approximately 200 preliminary applications for the Housing Choice Voucher Program on January 18th.
- NHA solicited an RFP to procure an Architectural Engineering firm to assist in preparing 4 conceptual site plans to develop a master footprint to redevelop 56 affordable housing units ranging from 1 to 4 bedrooms along with a design for an admin building which may include retail rental.
February
- NHA receives clearance of a completed Environmental Review for the proposed sale of 26 Chapel Street.
March
- NHA held a Public Meeting (facilitated by HUD) at the George Wilson Community Center on March 22nd to openly discuss the process of the Section 106 National Historic Preservation Act & Historic Properties as it related to the proposed sale of 101 New London Road. A power-point presentation was shared with all in attendance.
- NHA BOC voted to proceed with submitting a HUD disposition application for the review and approval of the proposed sale of 26 Chapel Street.
- NHA received a letter of General Support from the City of Newark supporting preliminary plans to redevelop our housing stock.
- NHA's staff attended Fair Housing Training. This training is attended annually to ensure compliance and to become familiar with any updates since the last training. A certificate of completion was received.
April
- NHA, with BOC approval, awarded the Architectural Engineering contract to Haley/Donovan/Landmark Science & Engineering (RFP 2017-01).
- NHA's staff attended a statewide meeting to discuss HUD's New Affirmative: Furthering Fair Housing. All housing authorities and any jurisdiction that received federal funds were required to complete an assessment. All representatives who attended agreed to prepare one assessment for the entire state. A steering committee was proposed to be developed with representatives from each authority or agency to provide specific data for their jurisdiction.
- NHA publicly solicited the disposition of 26 Chapel Street. Proposals, bids and offers were due to be submitted on or before May 25th by 3:00 pm.
May
- NHA received written notice from HUD informing NHA of their review of the agency's independent FYE 3/31/2016 audit as to it being complete; containing no findings and having no items of concern that needed to be addressed.
- NHA staff presented a power-point presentation at the BOC's annual meeting outlining the agency's financial achievements, capital improvements and illustrated a comparison of LIPH rents FMRs vs. Student Rentals.
- NHA completed the submission of the disposition application for 26 N. Chapel.
- BOC members received a draft copy of a 3-year Strategic Plan for 2017 - 2019.
- NHA received 3 offers from the private sector expressing interest in purchasing 26 N. Chapel Street.
June
- NHA received notification of the 2012 Operating Reserve Offset that the court ruled in favor of housing authorities.
- BOC members approved the implementation of a 3-year Strategic Plan. The plan addressed ways to improve our housing stock, explored ways to expand our housing portfolio and revised the mission statement.
- HUD provided Commissioner Training on June 14th for NHA's BOC. All Members attended the meeting. The agenda for the Commissioner Training covered Commissioners' Roles and Responsibilities, Conflict of Interest Issues and Roles of the Office of Inspector General.
July 2017
- NHA received notification from HUD regarding the 2017 Capital Fund award amount of $173,725.00 of which $8,262 was awarded to NHA for being a high performer in obligating and expending funds timely.
- NHA received notification from HUD that the agency (NHA) has maintained its performance ranking of High in administering the voucher management assessment program (SEMAP) for FYE 3/31/2017 with a score of 96%.
August 2017
- NHA applied for Tenant Protect/Relocation voucher, for the family at 26 N. Chapel Street. Status and funding was pending.
- The 2012 Operating Reserve Offset was not appealed. Funding would be forth coming.
- NHA received approval from the Special Application Center to sell 26 N. Chapel Street.
- Haley Donovan/Landmark Science & Engineering was represented by James Haley who presented the concept/site plans as outlined in RFP 2017-01 in re-developing the administration building, 56 affordable housing units and retail.
- The New Heart Ministries in partnership with NHA planned an event that included our program participants and provided them with supplies needed for children to return to school. The event included book bags, food, face painting activities & arts-n-crafts sponsored by the Newark Arts Alliance Group. The event also included Fulton Bank offering sign-ups for free financial literacy and the Mayor presenting $25 vouchers to be used at K-Mart.
September 2017
- NHA received notification from HUD that our application for a Tenant Protect/Relocation voucher and funding was approved for the family at 26 N. Chapel Street.
- NHA, HUD, SHPO and consultants worked in collaboration to develop a MOA to mitigate the adverse effects on the New London Road Historic District through the probable sale/demolition of 101 New London Road.
October 2017
- NHA received notification from HUD that our 2017 Operating Subsidy Award for CY 2017 would be $164,394.
November 2017
- NHA received notification from HUD that they had completed their review of FYE 3/31/2017 and determined that their review concluded that there were no audit findings or questionable costs.
- NHA attended tax credit training sponsored by DE NAHRO. The training was held for 2-days and a certificate of completion was received.
December 2017
- NHA received notification from HUD that our physical inspections for both Alder Creek and NHA properties received individual inspection scores of a 92 and 90 respectfully.
- NHA also received notification from HUD that the agency has maintained its performance ranking of High under the Public Housing Assessment Systems (PHAS) for FYE 2017 with a score of 96% for the Low Income Public Housing Program.
- HUD received BID dispute for 26 N. Chapel Street.
- NHA received clearance of a completed Environmental Review for the proposed sale of 101 New London Road.
- NHA solicited the services for an agency representative (RFQ 2017-01).
- NHA BOC voted to proceed with submitting a HUD disposition application for the review and approval of the proposed sale of 101 New London Road.
- BOC voted to accept the offer from English Creek LLC to purchase 26 N. Chapel Street.

- NHA is appointed by the City of Newark to hold a seat on the City of Newark ' s Cleveland Avenue Roadway Improvement Task Force Committee. The purpose of the Committee is to discuss the existing roadway challenges with efforts to overcome the challenges by developing practical solutions in addressing the needs along the corridor. - NHA holds its 1st Affordable Housing Re-treat on September 28th at Alder
- NHA was selected by HUD to participate in a Remote Rent Reasonableness The purpose of the review was to determine if NHA is performing rent reasonableness survey in accordance with HUD requirements. In conclusion, in a summary provided by the reviewer, overall NHA has an outstanding rent reasonableness policy.

- NHA signed a change order for Alder Creek that includes the installation of a Solar Array System.
- NHA met with the lngerman's Management Team to discuss the leasing for Alder Creek. NHA provided copies of the waiting lists for leasing the 56 units at Alder Creek.
April
- NHA received notice from HUD of a Capital Fund Award 2015 in the amount of $122,838 as a high performer.
May
- NHA received notice from HUD of an award of $48,264 for additional HAP set-aside funds for the Housing Choice Voucher Program. These funds will assist with the PBV units at Alder Creek.
June
- NHA received notice from the City of Newark's Planning Department $35,000 was award to the agency under the 41styear allocation to continue with modernization improvements.
- NHA receives confirmation that Meghan George (Housing Manager/Inspector) was appointed to the City of Newark's Rental Housing Needs Assessment Study for Phase II.
July
- NHA receives notice from DNREC the $1 Million Brownfields Grant received to address the environmental issues at Alder Creek was Fully Expended. As part of the development partnership between NHA and lngerman, NHA made the remaining Brownfields Grant ($634,850) available to lngerman to address the environmental NHA also entered into a ground lease transaction with lngerman as part of the deal structure.
- NHA received notice from HUD notifying the agency of its Section 8 Management Assessment Program (SEMAP) scoring for the Housing Choice Voucher Program for FYE 3/31/2015. As a result, the SEMAP score is 100% thus a performance rating is High

- DNREC grants lngerman approval to start moving families in at Alder The first family moved-in on August 31, 2015.

- The Long-Term Stewardship Plan for Alder Creek was prepared by REAC Environmental Professional Services Group on behalf of the Newark Housing Authority prepared for DNREC.
- NHA received notice from HUD notifying the agency of its Pubic Housing Assessment System (PHAS) scoring for the Low Income Public Housing Program for FYE 3/31/2015. As a result, the PHAS score for this program is 99% thus a performance rating of High.
September
- NHA receives notification from lngerman the City of Newark issued 7 more Certificate of Occupancies for Residential Buildings at Alder Creek; and, 18 units are occupied.
- NHA receives another clean FYE audit for the period ending 3/31/2015.

- In January of 2014 the Newark Housing Authority submitted the Evidentiaries to HUD Headquarters for the Alder Creek development.
- At a Special Meeting held on January 16, 2014, the BOC approves an alternative name for Cleveland Heights after the renaming to White Clay Run was opposed. The new name was unanimously approved to be Alder Creek in January of 2014.
- January 7, 2014, the City of Newark Planning Commission unanimously voted to recommend to City Council to approve the rezoning, special use permits and major subdivision for the redevelopment of Cleveland Heights. NHA and its developer partner (Ingerman) requested development approval to demolish the existing buildings and build 13 new, three-story buildings for a total of 56 units; to vacate Terrace Drive in favor of a privately owned and maintained access way; to approve the use of a community center and to rezone the site from RS (single family residential) to RM (garden apartments).

- On April 17, 2014 HUD Headquarters completed and approved the Mixed-Finance Amendment to the Consolidated Annual Contributions Contract for Operating Funds only for 42 of the 56 units at Alder Creek.
- On April 16, 2014 HUD completed and approved an extensive 24 CFR part 50 environmental review update for Alder Creek as part of the mixed-finance approval.
- On April 2, 2014 HUD Headquarters completed and approved a subsidy layering review for Alder Creek. Alder creek will consist of 56 affordable housing units with plans to provide project-based voucher assistance for 14 of the 56 units

- In November of 2013 the Newark Housing Authority submitted the Mixed Finance proposal to HUD Headquarters’ for the redevelopment of Cleveland Heights.

- In recent correspondence dated for November 26, 2013, HUD notifies NHA of its PHAS score of a 94 (High Performer) for the LIPH program scored under the Small PHA Deregulation.
- The Newark Housing Authority and its developer partner (Ingerman) received written approval on November 21, 2013 from DNREC that the Brownfield Investigation Report Addendum for Cleveland Heights development site was approved. The report was prepared by React Environment Professional Group, Inc., on behalf of NHA and Ingerman. A Public Hearing is scheduled for December 10th at NHA.
- The Newark Housing Authority and its developer partner (Ingerman) received financing approval from DSHA’s Housing Council on November 13, 2013.
- The Newark Housing Authority’s Board of Commissioners voted and approved a renaming of Cleveland Heights at its November meeting. The new name will be White Clay Run.
- The Newark Housing Authority with the assistance of Martin Walsh (mixed finance attorney) submitted its mixed finance proposal to HUD on November 8, 2013 for the redevelopment of Cleveland Heights.
- The Newark Housing Authority was notified in October of an award of $15,000 under the City’s CDBG program. Bathroom upgrades will begin as soon as funds are made available.
- The Newark Housing Authority and its developer partner (Ingerman) submitted its application in September for subdivision/development approval to the city of Newark. The application was inclusive of a special use permit to operate an after-school/daycare program and allow for additional on-site business parking. A meeting with the planning department is pending as well as a presentation before Mayor and Council.
- The Newark Housing Authority held a Special Meeting in September of 2013 to discuss the Rental Assistance Demonstration (RAD) conversion. This is a new program being offered by HUD to housing authorities across the nation. The facilitator of this meeting was Mr. Martin Walsh, of Reno & Cavanaugh, NHA’s Mixed Finance Housing Development Legal Attorney.
- The Newark Housing Authority submitted its application to the city of Newark’s planning and development department in July of 2013 in consideration of CDBG funds in the amount of $42,000. The grant request is inclusive of: bathroom upgrades to all 36-1bedroom units and to complete renovations to 4 scattered sites units.
- The Newark Housing Authority participated in the Weatherization Assistance Program (WAP). The program is a free service program that is designated to reduce energy costs for low-income families by improving the energy efficiency of their homes. Families must be income eligible to participate. Grant Funds are provided by the U.S. Department of Energy and State sources to administer the program.
- In recent correspondence date for July 25, 2013, HUD notifies NHA of its SEMAP Score: 100% and designated a High Performer in the HCV (Section 8) program for FYE 3/31/2013.
- The Newark Housing Authority is in the process of Re-branding/Naming Cleveland Heights and the Community Center. Recommendations are being considered and will be approved/voted on at the August 14th BOC meeting.
- The Newark Housing Authority requested and received a waiver from the service account application fees for new service and transfers of existing accounts required by the City for all units owned and are 100% HUD funded. Bill No. 13-15 was passed by a 6 to 0 vote.
- The Delaware State Housing Authority (DSHA) has reviewed and ranked the 2013 LIHTC applications. NHA/Ingerman (in partnership) submitted an application for consideration in receiving 9% Tax Credits for the redevelopment of Cleveland Heights. As a result, the application received the highest Preliminary Ranking Score of a 96 under the Preservation/Acquisition Rehabilitation category.
- State Representative, Paul Baumbach, of the 23rd District submits letters of his continued support for NHA, the Preservation of Cleveland Heights and NHA’s tax credit application
- Mayor and Council pass Resolution No. 13-R by 7 to 0 vote to support NHA’s tax credit application
- NHA and it’s developer partner, Ingerman, submitted it’s LIHTC application to DSHA on Friday, April 12, 2013. The application will be considered for 9% tax credits as a funding source for the redevelopment of Cleveland Heights.

- The conceptual site plans, the building configurations (1 – 4 bedroom units) and the building types for the future re-development of the Cleveland Heights development in partnership with the developer, Ingerman.
- NHA submits a “Beautification Application” to the Longwood Foundation, Inc. for consideration in receiving funds to continue to make capital improvements to our housing stock.
- BOC approves awarding Ingerman the Project Based Vouchers as they were the only responder to RFP 2013-01
- NHA submits an application to the Delaware Community Foundation in consideration of receiving $7600 under the Foundation’s Equipment Grant.
- BOC approves an addendum to the Housing Choice Voucher Program (section 8) by adopting a Project Based Voucher Program
- NHA advertised (RFP 2013-01) the availability of up to 20 Project Based Section 8 Vouchers. The RFP was made available on Friday, January 11, 2013 and responses were due on February 1, 2013.
- NHA received several letters of support for the redevelopment of Cleveland Heights from the City of Newark community.
- NHA and its developer partner (Ingerman) submitted a HOME Fund application to New Castle County for consideration of receiving $600,000 as a funding source for the redevelopment of Cleveland Heights. Notification of this application will be in mid March 2013
- NHA and attorney (Reno & Cavanaugh) have successfully negotiated a Master Development Agreement with the developer (The Ingerman Group); and agreement was approved by the BOC.
- BOC approves Board Resolution #377 authorizing NHA to partner with the Ingerman Group in submitting an application for consideration of HOME Funds through the New Castle County Department of Community Service. If awarded, funds will be used as a funding source for the re-development of Cleveland Heights.
- BOC approves Board Resolution #378 authorizing NHA to develop a Project-Based Voucher Program as an amendment to the Administrative Plan for the Housing Choice Voucher Program.
- The Special Application Center has approved NHA’s most recent development plan to dispose of the entire site through a Long Term Ground Lease Transaction to the developer.
- The Philadelphia HUD Office issued Certificates of Appreciation to NHA for receiving a High Performer status in both programs (Low Income Housing & Housing Choice Voucher).
- The Congressional Delegation has provided NHA with a letter of support to redevelop Cleveland Heights on the entire parcel.
- Mayor and Council pass Resolution No. 12-U by 7 to 0 vote to Support and Encourage Affordable Housing at Cleveland Heights.
- NHA has entered into negotiations for the sale of a portion of the Cleveland Heights Development.
- NHA submitted its modified letter to the SAC office outlining its proposed plan for the redevelopment of Cleveland Heights on a portion of the site.
