Notice of Availability and Public Hearings on Statewide Analysis of Impediments (AI) to Fair Housing Choice

The Delaware State Fair Housing Consortium announces the availability of the draft Statewide Analysis of Impediments to Fair Housing Choice (AI) for public review and comment.

Established in 2017, the Consortium consists of the following jurisdictions that receive federal housing funds directly from the U.S. Department of Housing and Urban Development (HUD), as well as public housing authorities operating in those jurisdictions.

  • Delaware State Housing Authority (DSHA)- Includes Kent and Sussex Counties
  • New Castle County
  • Newark Housing Authority
  • City of Wilmington
  • Wilmington Housing Authority
  • City of Dover
  • Dover Housing Authority

The AI is an examination of structural barriers to fair housing choice and access to opportunity for members of historically marginalized groups protected from discrimination by the federal Fair Housing Act (FHA). The AI proposes goals to overcome fair housing issues and meaningful strategies that can be implemented to achieve progress towards each Consortium member’s obligation to affirmatively furthering fair housing.

The period for receipt of public comment on the draft AI shall be from September 4, 2019 through October 23, 2019. The draft AI shall be available for public review on individual consortium website- https://destatewideai.wordpress.com/

A copy of the draft AI will be available  for review during normal business hours, Monday through Friday, beginning September 4, 2019 at the following offices:

  • New Castle County- of community services, 77 Reads Way, New Castle, DE 19720
  • City of Wilmington- 800 N. French St., Wilmington, DE 19801
  • Newark Housing Authority- 313 E. Main St., Newark, DE 19711
  • Delaware State Housing Authority- 18 The Green, Dover, DE 19901
  • City of Dover- City Hall, 15 Loockerman Plaza, Dover, DE 19901
  • Sussex County- Administrative Offices, West Complex Building, 22215 Dupont Blvd., Georgetown, DE 19947

The Consortium will hold three Public Hearings, one in each county, to present the draft AI to the public, including proposed goals and strategies, and obtain the views and comments of the public on the draft AI. Both oral and written comments will be accepted and recorded at the hearings and a summary of the comments and Consortium’s response will be attached to the final AI.
